Meridian Land Services, Inc. (Meridian) was established in 1992 by a group of industry professionals who believed there was a better way to treat their clients. They believed they could offer better service and value in a mid-sized firm with dedicated personnel. As the economy and marketplace have fluctuated, Meridian has maintained an elite staff with advanced resources designed to exceed our client’s expectations.
Over the decades Meridian has evolved into a industry-leading multi-discipline land use and development consulting firm serving client sectors throughout NH, MA, and VT. From an individual septic system to boundary surveys, to complex site plans we continue our tradition of providing quality and value to all our clients on a variety of project scales. We utilize the latest technology and industry knowledge and apply it to every job. Delivering sound data, efficient design, and timely execution allows our clientele to count on reliable services for all land development and consulting needs.
It is our dedication to what we do that drives us to provide the best possible product on the market. This legacy of professional passion and our commitment to clients has allowed us to grow in size and ability. Through this growth, Meridian has expanded its service area throughout southern New Hampshire, including the Seacoast and Lakes region.
Today, we continue to maintain a wide range of both public and private clientele. Our public clients include federal and governmental agencies, municipal departments & commissions, land trusts and conservation organizations, schools, hospitals, and utility providers. Our private clients range from residential homeowners, through builders & developers, to related design consultants, architects, attorneys and financial institutions.

Key Personnel
Samuel D. Ingram, LLS
Principal/President/Chief of Survey
As head of the surveying department at Meridian, Sam is responsible for overseeing the operations and coordination of all land surveying projects throughout the company. With over 15 years of experience in the surveying and land consulting industry, he excels at delivering real-world problem-solving solutions to clients. In addition to his business management responsibilities, Sam is involved with all aspects of land use and development projects, including project estimating and proposal preparation, fieldwork coordination, boundary determination, plan review and permitting as well as representing clients at municipal boards. A graduate from the University of New Hampshire with a degree in Surveying and Mapping, Sam combines his industry experience and education as well as his passion for the outdoors and historical information to enhance the surveying services that Meridian offers.
Sam’s enthusiasm, shared by the entire Meridian team, has consistently proven to meet clients’ needs effectively. He is dedicated to managing all aspects of your projects, from small tasks to large-scale endeavors, ensuring comprehensive support with project tasks and client communication.
Sam also operates a President on Meridian Land Services’ Board of Directors.

Samuel R. Foisie, P.E.
Principal/Vice President/Chief of Engineering
Sam is the head of the engineering department at Meridian, where he combines his real-world experience working in the construction industry and his 10 years of civil engineering experience.
Sam comes from a family of developers that have completed development projects across New England. Growing up in this environment was the driving reason why he decided to enter the field of civil engineering and site development. After attending school at Florida Gulf Coast University (FGCU), he began his engineering career in southwest Floridia. Where he worked on projects that ranged from commercial site plans, gas stations, large 1,500 home developments, and mixed-use developments.
In 2020, Sam joined the Meridian family to strengthen the engineering department. At Meridian, he prides himself on developing the most effective layout and construction plans to meet the project goals, while using his background in construction to make sure the project is reasonably constructable, cost efficient, and fits with the land. Sam oversees projects that both Municipal and State regulatory authorities help our clients navigate the complexity of ever-changing regulations.
Sam also operates as the Vice President on Meridian Land Services’ Board of Directors.

Spencer C. Tate, CWS, CSS
Principal/Treasurer/Chief of Environmental
Spencer combines efficient project management with real-world construction knowledge and design acumen to identify and implement practical, environmentally-sound development solutions. As a New Hampshire Certified Wetland Scientist and Certified Soil Scientist, he oversees the execution of site planning and design, natural resource mapping/inventorying, and regulatory compliance that achieves property owner goals, reduces costs, and improves site ecological integrity. Spencer oversees all aspects of environmental project development, including project representation before Municipal and State regulatory authorities. His lifelong interest in hydrologic systems and water quality inform his expertise in waterfront development projects. Spencer prides himself on developing intelligent, efficient, and effective environmental solutions that land use, and infrastructure projects require. Spencer has over 15 years of environmental science and consulting experience and enjoys finding simple solutions to complex problems.
Spencer also operates as the Treasurer on Meridian Land Services’ Board of Directors.
He previously served as Treasurer (2024) and Wetlands Discipline Chair (2019) on the New Hampshire Association of Natural Resource Scientists board of directors. He is the Chairman on the Deerfield, NH Zoning Board of Adjustment.
